Port description:

Location: a Sea of Azov port, Mariupol is situated 14 miles northward of the entry into the Taganrog gulf, at the western end of it and at the mouth of the Kalmius river.
All-year round navigation is possible but during 30-90 days period of ice conditions with ice-breaker’s assistance for ice-strengthened vessels only.
Ice usually begins to form at the end of November or the beginning of December, and 3-4 weeks later the gulf becomes completely frozen over. The increase of fast ice usually lasts up to the first half of February. As a rule the ice usually breaks up in the middle of March. it finally disappears at the end of March or, as an exception, in the first half of April.
The port of Mariupol consists of the outer and inner roads, the Ugolnaya(or the coal) harbour, the grain harbour, the ship-repairing basin and the port of Azovstal situated eastward of the mouth of the Kalmius river.

General overview:
According to their specialization berths of the port can handle bulk (coal, ores, grain), generals (steel products, equipment, etc.),containerized, perishable and other cargoes. Depths at the port berths are of up to 8.0 m.
On the port quays and nearby warehouses there are portal cranes of up to 32 mt capacity, coal (belt-type) loaders. Besides, there are floating cranes with lifting capacity of up to 100 mt and other cargo handling equipment, including evacuators, facilities for handling containers, there are covered and open storage areas, the latter prevailing.

The maximum dimensions of vessels that can use the port:
length – 265 m,
breadth, air draft - no restrictions,
maximum allowable draft - 8.0 m brackish water.

Health: 
Free pratique will be given by health authorities after inward clearance.
Local regulations relating to health matters:
Vessels to be equipped with facilities (sewage tanks and/or sewage treatment plant, etc.) duly tested and certified to exclude the discharge of non-purified substances (sewage, etc.) overboard.
 
Customs and immigration:

Customs restrictions on crews and passengers:
- narcotics (even in medical kit)/arms and ammunition/porno - to be declared by master and sealed by customs officer on arrival.
Immigration restrictions on crews and passengers:
- immigration pass cards are given to crew going ashore. Crew must return to the ship after every 24 hrs. 
Penalty is envisaged by the immigration: 
- for the loss of pass cards;
- for returning late to the ship.
Standard messages:
All messages are sent to ship through ship's agent only ( pilotage, berthing, discharging/loading prospects, etc.)
 
Flags:
According to international rules, no special requirements for national or other flags.
 
Notice of readiness:
All the copies to be given to agent and stevedores, to be accepted by agent and stevedores, too.
2 accepted copies to be returned to master, 2 accepted copies to be handed over to port.

Copies of local regulations and notices presented to the master of an arriving vessel on pollution, garbage, safety, etc.
Master is given a copy of the "immigration rules". Agent to inform master (orally) of the sanitary requirements.

Sea buoys, fairways and channels:
A vessel is regarded as arrived after she has dropped anchor at the outer roads anchorage or passed by buoys Nos 1-2 ( 46,53'4''N; 37,27'3''E) (this very date and time to be stated in n.o.r.).
Buoys no 1-2 are situated at the entrance to the Mariupol approaching channel
(17,5km - length / 100 - width / 8,2 - depth) leading to the Ugolnaya(or the coal) harbour and father to the port piers and to the Azov ship repairing yard.
 
Pilotage:
All pilotage is compulsory. Vessels proceeding to the port of Mariupol should advise ETA to the port of Kerch harbour master 24 h and 6 h prior to arrival at the Kerch strait. On arrival at the Kerch pilot buoy (lat. 45'13'n, long. 36'27'e) the vessel should cast anchor and wait for a pilot keeping constant radio contact with the port of Kerch.
Vessels are piloted through the Kerch strait.
Pilot boat can be reached on vhf ( channel 9 ) the port is equipped with the vessels' movement control system which gives all possible assistance for piloting from the pilot station along the Mariupol approaching channel in the restricted visibility and during the absence of the floating navigation marks.
Radar navigation is carried out under control of the pilot in charge. Storm signals are exhibited at a signal mast located on the dividing pier.
 
Anchorages:
A good anchorage can be obtained in the outer roads of the port of Mariupol situated opposite the port entrance. The depth in the roads is 8,2 m . The holding ground is mud mixed with sand and shell, keeps anchor well.
Inner roads are within the port's aquatorium and protected by dike erections.
 
Tides:
The water level is subject to falls and rises on account of winds (mainly in autumn).
 
Dock density:
Water density varies 1.004 - 1.007
 
Traffic schemes:
Vessels traffic management scheme is operated at the port and on its approaches. radar covered. Upon arrival master to report to Mariupol pilot station and port control, calling "radio-5" channel 9.
 
Restrictions:
Vessel can enter or leave the port at any time, day and night.
The maximum allowed speed in the approaching channel is 4.5 kn. and in its part protected by a wooden dam not over 3 kn.
The speed of a vessel may be increased in case of necessity to keep her course along the leading line or prevent her drifting off the channel due to the effect of the current or wind.
A one-way navigation may be effected in the Mariupol approaching channel in case of strong wind or for vessels having draft more than 5 m.
 
Tugs:
Tug assistance for mooring/unmooring/shifting is compulsory. The number of tugs to be ordered shall be advised by pilot to the master and is stipulated by the "Port of Mariupol rules".
 
Berthing and unberthing:
The quay prepared for vessels mooring to be 30 m longer than the ship's LOA. Mooring / unmooring not allowed if the wind exceeds 14 m/sec.

Ballast and slops:
The health authorities demand that ships should change ballast water in the Black Sea before arriving at the Kerch strait. Pumping out ballast water in the Sea of Azov allowed after free pratique is granted. There are slop reception facilities (port craft) for slops containing detergents not more than 0,5 mg/litre which is tested by the port laboratory. The detergents content requirements may charge.
 
Security:
Emergency services can be ordered at any time through agent.
 
Safety:
Usual precautions should be taken by vessels to avoid oil-contaminated and non purified water discharge.
 
Cargo documentation:
Cargo documents are made out by a special department of the port on the order of shippers' agents. All the documents are delivered on board by ship's agent and are finally stamped by the customs on board.
 
General berthing information:
While staying in outer roads vessel should keep watch on VHF canal 16 or 77. Master is informed of berthing at least one hour before the pilot embarking.

Repairs:
Ship repairing yard and ASCO technical maintenance base in case of emergency.
Repairs of radio and navigational equipment are effected by the ASCO radio navigational chamber. Specialists for same to be ordered through ship's agent.
 
Docking:
All kinds of repairs for vessels of up to 9.000 dwt can be carried out. All information regarding the service rendered by the Azov ship repairing yard can be obtained directly from the yard by :

Fresh water can be supplied from the port quays and delivered by barges.
Provisions and technical supplies are available.
Orders to be made through ship's agent at least one working day before for water supply, three working day before for bunker supply.

Medical assistance is rendered through ship's agents.
Hospitals and doctors of various specialities are available.
 
Transport:
Nearest airport is Mariupol (12 km from the port).
Flights to Kiev, Moscow, Odessa, Istanbul.
Nearest railway station is Mariupol (4 km from the port), trains are available in various directions.
 
Repatriation:
A visa is required (to be arranged through ship's agent).
Shipowners are advised to obtain PTA beforehand, from Kiev to required destination.

Developments:
New piers are regularly built both inside the port and in the outstraits. permanent dredging is effected to provide 8,0 m draft.
Cargo handling facilities are regularly renewed and modernised.
 
Surveyors:
The Mariupol branch of the register of shipping represents various classification societies if authorised to do so.
Surveyors for various cargoes/purposes are available.
 
Recreation:
The local seamen's club is open daily (bar, dancing hall) and is only 5 minutes walk from the port.
Seamen can visit the town's various places of interest (museum, picture gallery, theatre, cinemas, concert hall, etc.).
The center of the town is abt 4 km from the port and can be easily reached by trolley-bus or by taxi.
 
Garbage:
Will be collected by port facilities at master's request. Besides, vessel must deliver the contents of their sewage tanks to port barge before departure.
 
Officials and visitors:
Visitors are allowed on board the vessel by the immigration at the request of the ship's agent. Master letter or a tlx from the shipowners / charterers is required to arrange same.
 
Fumigation:
Available.
Protection of crew while carrying out will be agreed in each case with owners and master of the vessel.
 
Pollution:
Vessel are to take precautions against discharging overboard oil-contaminated water and non-purified sewage and are to report to port control and ship’s agent on observing any oil spots near the vessel.
Vessel are regularly inspected by pollution prevention inspectors.
